The aircraft with dry tanks

Zero fuel weight is the loaded weight with no usable fuel: empty weight plus people, bags and cargo. It is the bottom of the fuel-burn line on the envelope.

Many larger aircraft have a maximum zero fuel weight: fuel in the wings relieves wing bending, so weight in the fuselage is limited on its own. Where a limit exists, it is in the POH/AFM.
