What forward CG does

With the CG forward, the tail must push down harder to hold the nose up. The aircraft is more stable, the elevator feels heavy, the stall speed rises, and cruise is less efficient (PHAK Ch. 10).

Too far forward, there may not be enough elevator to raise the nose for takeoff or to flare for landing.
